In 1958, rand estimated that the Soviets had three hundred intercontinental ballistic missiles; in fact, even in 1961, the year John Kennedy became President, after a campaign accusing Eisenhower of letting the United States fall behind in the arms race, the Soviet Union had only four missiles in its arsenal. |
